Ques/Help Analyze Permissions - User State?

When using the analyze permissions functionality, does it take the "user state" of the account into consideration?

Is it correct when I say if a user's state is NOT "Valid" then they are supposed to have the effective permissions of the Unregistered/Unconfirmed user group?
