I had to make some changes to SES configuration but it does work with the new email backend 2.3 is using.
I could even get Brevo to work but without encryption. Not sure if it's important because Gmail shows incoming emails with TLS so should be fine in general.
Got Brevo working with SSL on 2.2 Demo. Zoho ZeptoMail probably also work but verifying demo URL was not going to happen. I can possibly do a test install of 2.2 and check it out but it definitely generates a response unlike 2.3...
