Ques/Help API - return media with a rating of > 3 stars

I'm hoping to display some of the best media using the API. My hope is do the following:

1. pull random media (i.e. not start at the beginning or end), so that the image would not be the same all the time.
2. display media that either has a high rating, or many likes.
