Ques/Help Can I show people a notice just as they're making their first post?

I'd like to show new users a message just as they're making their first post, while they're on the post-thread page, just to remind them of the rules and that they're posting to a public forum. Is there a way to do this with the built-in notice system, or do I need an add-on? (And if so, can anyone recommend one?)
