XenForo Cancelled recurring PayPal subscription trying to renew anyway - To confirm, it's a PayPal issue, isn't it?

We've switched PayPal accounts on a site and, as part of that, all recurring subscriptions under the old account were cancelled. The cancellation shows in the XF logs but now on the renewal date of the subscriptions we're getting transaction failures recorded in XF that the recurring payment failed.

I believe it's a PayPal issue with XF just receiving the IPN transaction and logging it but would like to be positive of that before reaching out to PayPal.
