Solved Error when open_basedir is configured and the parent of tempDataPath is not included

Changing
PHP:

if (!$file->isFile() || $file->getFilename() == 'index.html')

to
PHP:

if ($file->isDot() || !$file->isFile() || $file->getFilename() === 'index.html')

seems to fix this.
