Looking at the XF core code it seems that the
config.php option $config['db']['adapterClass'] = 'XF\Db\Mysqli\ReplicationAdapter'; brings a cookie named dbWriteForced with it. And this cookie prevents pages from being cacheable (i.e. XF\PageCache::isResponseSaveable() returns false).XF
