Ques/Help "Index page route" not showing in a Fresh install on localhost Xampp

I don't know if this is an error but I decided to report it any way.
So when going into the "Basic Options" folder on the fresh install the field "Index page route:" is not found.
How ever if I do a search for it I find it. I find that odd
