Is there any way to automatically disable/stop sending an email, like a confirmation email, to users with Hard Bounce status?

I configure the automated bounce handling via XenForo; it works fine, but with new user registration, it keeps sending a confirmation email when that user requests a resend (/account-confirmation/resend) even if the user's email status is a hard bounce.
