XenForo Lite Style options

I'm kinda willing to design my own completely bare bone style but am not entirely sure where to start. I need to build a style based on as little css/JavaScript and other things as possible, using only standard html 3 and 4 elements. Idea is to work with much older browsers and contain the resources area so that older computers can access it.
