It seems that you can permanently prevent a user's promotion by doing the following:
The user meets the conditions.
Apply the promotion.
Manually delete the extra user group in the admin area.
From now on, the user will no longer be promoted!
It doesn't matter whether the cron job runs or the rebuild occurs. It also doesn't matter if the target numbers for meeting the promotion criteria change.
The only thing that seems to help is deleting the entry in the promotion log or alternatively...
