XenForo Shared IP addresses

Hi all,

The SPAM filter has moderated certain registrations where the users all have MSN as the email address. The criteria is shared IP address.

Could this happen simply because it’s MSN as their email provider and, hence, their registrations are good? Or, is this spoofing and bad actors?
