XenForo strange issue with recipients when creating a conversation, shows users who don't exist!?

I took a quick video to demonstrate. Basically, anything I enter in the conversation recipient field will show as a possible user, even when none exists. Actual users who are entered work and they are showed with their avatar, while nonexistent members aren't. No server errors....
