Ques/Help Sub forums in node without parent not displaying as sub forum

I'm not sure if this is intended behavior, so I thought I would ask.

If I have a node with no parent and a subforum under that node, then the subforum will appear as a seperate node in the forum list.

Is this the intended behavior or a bug?
