I have topics without tag How do I add a tag to old topics? How do I make it automatically added when writing a new topic?

Here is another note, which is that I am the inactive member (he registered but did not confirm the email). They are placed in the same group of members who can browse topics and everything. How do I prevent them from browsing the site if it does not confirm the email. as in the program
