Unordered lists cannot be formatted without removing colors. Colors can be removed from normal text, but not from unordered lists. There is no remove formatting button in the text color menu box, only the main remove formatting button.
Steps that can be reproduced:
There is no restriction on the order in which lists are created. Using the editor's text color menu, you can color a line in a list. By using the menu for text color, you can remove the colors.
