XenForo Upgrade from 2.1 to 2.2 - now the User Title Ladder is being ignored and everyone is '0'?

After I upgraded from 2.1 to 2.2.16, the User Title Ladder that I set up is not working. Everyone with a custom title is unaffected. It's only those who never created a custom title and previously were assigned the user title based on the User Title Ladder I set up.
But they are all showing up as 0 now.

I checked the User Title Ladder setup and it's the same as before.
