Solved UserAlert::_postSave can unexpectedly decrement alerts

If you create an alert with it's view/read date set, it will blindly try to decrement the relevant counters instead of only on update.

Super-niche bug one of my add-ons has been hitting but was previously being masked by common alert count rebuilding which has scaling issues for some sites.
