If you set permissions to allow viewing of node, threads by others but not content then you should be able to still view the thread titles in the new post list, as with nodes themselves. ie the new post list should respect permissions.
I did wonder whether there was a reason for this (in which case it isn't a bug) but I cannot think of one, hence I consider it is be a bug. YMMV.
It is annoying top me because I use those permissions for some groups as a "teaser", ie they can see the a list...
