Solved XF 2.2.11 Clean Install missing Enable CAPTCHA for guests

I have to do an import of my forum in a new installation of XenForo.
Therefore, I installed a clean version of XF 2.2.11.

But, in Options > Basic Options Enable CAPTCHA for guests is missing.

So the import of my forum in a new setup, is on hold now.
