XenForo Yet another forum permissions question

My default usergroup has the following signature settings:

All set to 'no'. I have a usergroup promotion which moves folks into a group with more permissions inc. signatures. The settings are:


No + No = No
No + Never = No
Yes + Never = No
No + Yes = Yes?

Similarly, the admin usergroup has signature permissions set to Yes and "Yes + No = Yes" with that usergroup.

I am not running any add-ons. It's a vanilla xenForo install. The Star Wars Cafe
