Bug Approval queue + "Submit content without approval" permission

When a user doesn't have the "Submit content without approval" permission, the approval queue entry lacks any logging of why the user's content hit the approval queue.

It would be very helpful for troubleshooting, it was logged it was due to a lack of permission.
