Bug Can't upgrade legacy Add-on by uploading ZIP

When uploading a ZIP in ACP that would upgrade a legacy Add-on, XenForo incorrectly performs an Install action instead of Upgrade.
Doing basically the same operation in CLI, eg. xf-addon:upgrade /path/to/zip works fine.
