Ques/Help Images - only links, no uploads

Is it possible to not allow images to be uploaded, only external links? Currently my forum doesn't allow a URL to be entered for avatar and profile banner, but I know this is possible. For clarity, the images would still display, but they would have to be hosted elsewhere instead of uploaded to the forum.
