XenForo Mysqli statement execute error : Lock wait timeout exceeded; try restarting transaction

I banned a spam bot he posted thousands of posts. I deleted his posts with spam cleaner but only half of them got deleted.
I am trying to manally delete his posts but I keep getting this error when i try to delete a banned users posts.
I disabled every add-on and still get this error

what does it mean?
