Bug Option Receive email when content is reported does not work with report forum

When reports are sent to a forum, moderators don't receive an email even if the option is enabled

This is somewhat unfortunate as moderators might not be watching the report forum (with email notification)

Suggested Fix
Hide the option if a report forum is used
or
Always send emails if the option is enabled (Preferred)
