Bug Page couldn't be found for manual promote user

Hello,

I faced a strange result today when I was trying to prevent a specific user from receiving any promotions.

If I select the Promotion as (Any) I get a page couldn't be found !!!

But, if I select each promotion separately the process went through with no issue.
