Bug Session API intentionally sleeps if session is associated with a Discouraged IP

I have a frontend website that is using Xenforo APIs to handle authentication and sessions. The API is being accessed as http://127.0.0.1/forum/api/... , all requests are from/to 127.0.0.1. This is the source IP Xenforo will see.

When the IP address associated with a user's session is Discouraged in the admin panel, these API requests can take a very long time to return. They are being throttled by the discouragement system.
