Ques/Help Picture Re-sizing On Upload

I have set attachments max dimensions to 2048x1080 in the Setup -> Options -> Attachments. Why are images uploaded to albums (maybe other places too) since that setting was put in place larger than this? Do they have to hit the max size limit before being re-sized?
